The document, dated January 11, 1989, describes the Civil Action case No. CA-89-06 VAL. This is a case formed by Michael David Apperson vs. the City of Valdosta and the Valdosta Police department. Apperson states that both entities are in violation of the Equal Protection and Due Process Causes of the 5th and 14th Amendments.
