This seemingly is the Tuba part to Huxford's "Suite for Wind Ensemble" which he completed to meet the requirements for his dissertation for Florida State University. The part also includes a location and date "Tallahassee - August 1960" However, his "Suite" does not include "Tuba" specifically in the instrumentation, only "Bass." Whether or not "Bass" meant "Tuba" or String Bass is still...
