Letter and attached report to Sruthur Gignilliat Jr. from Eldridge McMIllan about a proposal to create Regional Universities in Georgia. His report is a response to a 1989 Proposal for th Establishment of Regional Universities, which was made before the BOR in the July 1989 meeting. Michael Black interviewed McMillan and used the report in his dissertation.
